Abstract
Redistricting process occurs every 10 years, after national census. All the political scales are concerned. Recently, citizens have been more and more involved into the decision-making process. By defining their living area, groups and individuals contribute to building their territory of political representation. GIS and cartography are crucial tools in this process and citizens tend to use them increasingly. This new kind of citizen and groups’ participation enables us to wonder about the reality of communities’ political territory. Through the example of San Diego City’s redistricting (CA), this communication offers to consider the mechanisms of groups’ mobilization and the role of tools in participation strategies. Citizens’ mapping and public testimonies suggest a close link to the territory such as another consideration of the political space, the one of local governance.
